Step-by-Step Guide to Using the GSA Forecast Tool for Federal Contracting Success

Aug 21, 2025

Want to find upcoming federal contracting opportunities before they even hit the streets? The GSA Forecast Tool is your secret weapon in the competitive world of federal procurement.

In the federal marketplace, timing is everything. Businesses that plan ahead and align early with government needs are the ones who stand out and secure the win. That’s where the GSA Forecast of Contracting Opportunities (FCO) comes in. This tool offers visibility into what federal agencies plan to buy months or even years in advance.

This blog walks you through a step-by-step process to master the GSA Forecast Tool, so you can build smarter pipelines, invest in the right relationships, and position your business for federal contracting success.

Let’s dive in.

How to Use the GSA Forecast Tool?

Step 1: Visit the Website

Head to the GSA Forecast Tool page. You’ll land on the “Contract Forecasts” section. You do not need to log in; you can start exploring opportunities right away.

Step 2: Keywords

This filter will help you search for opportunities by using specific words or phrases related to your products, services, or industry (e.g., “cybersecurity,” “janitorial,” “laboratory equipment,” “healthcare”). It will help you quickly locate the most relevant contract opportunities without having to scroll through unrelated listings, which will save you time and keep your search focused.

Step 3: Use the Filter Panel to Narrow Your Search

This is where the tool’s real power lies. The left-hand Filter Panel helps you target opportunities that align with your business profile and goals.

Agency:

This filter lets you select which federal agency you want to see opportunities from (e.g., GSA, Department of Defense, Veterans Affairs). This helps focus your energy where your services are most needed, as different agencies have different needs, procurement cycles, and small business goals.

Organization:

If you want to expand your footprint with a particular government entity. Then the Organization filter is what you need. It will help you find contracting opportunities posted by specific federal agencies or departments.

Place of Performance (state or region):

This filter will fetch you the geographic locations where the work will be performed (state or region). You can choose locations where you’re registered, licensed, or have a physical presence. This can be critical for contracts requiring on-site delivery or local vendor preference.

NAICS Code:

This filter helps you select the NAICS codes relevant to your business domain.

Estimated Award FY-QTR:

This filter lets you target opportunities based on the specific quarter of the federal fiscal year when the award is expected.

Estimated Award FY:

This filter lets you view all opportunities expected to be awarded within a specific fiscal year. It’s a great tool for long-term planning, allowing you to align your strategy with future government spending and position your business for sustainable growth.

Acquisition Strategy:

This filter shows how the government plans to procure the goods or services—whether through full and open competition, a set-aside for small businesses, or a sole-source award. It helps you quickly identify opportunities that match your eligibility status (like 8(a), HUBZone, or SDVOSB) and focus your efforts where your business has the best chance of success.

Contract Type:

This filter will sort the opportunities based on how the contract will be structured, essentially, how you will be paid, and how risk will be shared between the government and you. By selecting specific contract types, you can match opportunities to your capabilities and pricing model and plan their pricing and proposal strategies accordingly.

Award Status:

This filter indicates the opportunity’s current stage—whether it’s planned, in progress, or already awarded. It helps you focus on active or upcoming opportunities where there’s still time to prepare and submit a proposal rather than wasting time on contracts that have already been awarded.

Step 4: Analyze the Forecasted Opportunities

Each result provides valuable information:

  • Project Title & Description
  • Estimated Solicitation Date
  • Projected Award or Action Date
  • Estimated Value
  • Place of Performance
  • Contact Information (usually a Contracting Officer or Specialist)

This helps you estimate when the opportunity might officially hit SAM.gov, identify agency buyers or points of contact, and lastly, decide if it’s worth preparing a capability statement or capability briefing for that agency.

Step 5: Export Your Search Results (Optional)

You can click on the “Download” button to export your filtered opportunities in Excel format. This will allow you to track and prioritize bids internally and keep your forecast log updated monthly for best results.

Step 6: Take Action

Once you have identified good-fit opportunities, tailor your Capability Statement to align with the agency’s needs, language, and past buys. Try to make contact early: Send a capability briefing or a short intro email introducing your business and services.

Track forecasted dates so you’re ready to respond when the solicitation drops on SAM.gov.
