GSA MAS Refresh 32 – Key Changes Contractors Should Know

The General Services Administration (GSA) has issued Refresh 32 to the Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001, continuing its effort to modernize the MAS program and align it with current federal acquisition policy. The refresh spans solicitation-wide clauses, technology lifecycle controls, catalog data standards, and updates to specific Large Categories and Special Item Numbers (SINs).

Key Updates Introduced in GSA MAS Refresh 32

Refresh 32 affects both the overall solicitation and specific categories. Below are the most important updates contractors should review.

1. Implementation of Executive Order 14398 (DEI Compliance)

Refresh 32 implements Executive Order 14398, establishing that agencies should not do business with contractors that engage in racially discriminatory diversity, equity, and inclusion (DEI) practices.

This requirement is applied through a GSA class deviation revising Revolutionary FAR Overhaul (RFO) Parts 9, 12, and 22 and is paired with the incorporation of FAR 52.222-90.

2. Mass Modification Acceptance and Applicability

Contractors must accept the Refresh 32 mass modification within 30 days of issuance.

FAR 52.222-90 applies immediately to the contract and to all orders and BPA calls, whether existing or future. All other Refresh 32 changes apply only to new orders and BPA calls issued after the effective date.

3. Solicitation Instruction Updates

GSA is revising the SCP-FSS-001 Instructions Applicable to All Offerors and incorporating updates through Federal Acquisition Circular (FAC) 2026-01.

These revisions align the solicitation with current acquisition policy without materially changing day-to-day operational requirements.

4. Drones / Unmanned Aircraft Systems (UAS)

Drone-related language is updated across every Large Category to reflect the program office’s move to the Defense Contract Management Agency (DCMA) Special Programs Unmanned Systems-Experimental (US-X).

As part of this change, GSA will award only drones listed on the DCMA Blue UAS Cleared List, strengthening security and sourcing compliance requirements.

5. End-of-Support (EOS) Requirements (Key Change)

A new End-of-Support (EOS) requirement has been added to the General Information section of each Large Category.

GSA defines EOS products as hardware, firmware, and software that no longer receive timely manufacturer support, including security patches, Common Vulnerabilities and Exposures (CVE) remediation, security updates, and hotfixes.

If a product appears obsolete or its EOS date falls within three years of the offer, GSA may request additional information or decline to award it. If an awarded product reaches EOS during contract performance without an approved mitigation plan, the Contracting Officer may remove it from the contract, and the contractor will be responsible for replacement costs.

6. FCP Product File and NSN Policy (Key Change)

GSA is removing the National Stock Number (NSN) column from the FAS Catalog Platform (FCP) Product File.

Going forward, NSNs may be listed only in the Manufacturer Part Number field by authorized AbilityOne resellers and only for products on the Procurement List. All other vendors are prohibited from including NSNs.

This change is intended to standardize product data and prevent misuse of government identifiers.

7. Joint Venture (JV) Requirements

Reflecting a change to the SBA Mentor-Protégé Program rules, new Joint Venture offerors may include a partner that holds its own MAS contract while participating in only one JV MAS contract.

This update applies to new offers and does not affect existing JV contracts until they are reviewed during their next option period.

8. Facilities (Large Category B)

GSA is retiring SIN 311423 – Non-Perishable Foods as part of its broader effort to right-size the MAS program by removing offerings with limited procurement demand and value.

9. Industrial Products and Services (Large Category E)

GSA has updated the description and instructions for SIN 532310 – Rental and Leasing of Hardware Store Products.

Under the revised requirements, contractors must use category class pricing with a single fixed price for each category class. Variable pricing is no longer permitted. Contractors must also maintain systems capable of tracking and invoicing each delivered item. Additionally, charges such as re-rental fees and environmental fees are prohibited.

10. Information Technology (Large Category F)

GSA is introducing SIN 518210GM – Grants Quality Service Management Office (Grants QSMO) Marketplace, developed in collaboration with the Department of Health and Human Services (HHS) in support of Executive Order 14332.

The SIN includes four subgroups: Core Award Management, Grants Technology Operations, Additional Grants Management Solutions, and Grants Performance Management. Contractors pursuing this SIN must submit a written technical narrative, a subgroup cover letter, the required pricing and solution-definition templates, and a sandbox demonstration for core solutions.

GSA is also updating SIN 54151HEAL – Health Information Technology Services to incorporate modern capabilities such as telemedicine, mobile health (mHealth), electronic health records, health data integration and exchange, biomedical modeling and visualization, biosurveillance, and legacy health IT modernization.

11. Security and Protection (Large Category J)

GSA has clarified that SIN 812910 applies only to working canines used for official government missions. It does not include pets or emotional support animals.

Additionally, offerings under this SIN must be submitted through the FCP Services Plus File and may not be listed on GSA Advantage.

GSA has also removed the “Legacy SIN” designation from the title of SIN 334290L – Physical Access Control Systems (PACS).

12. Professional Services (Large Category H)

A clarification has been added to SIN 541620 – Environmental Consulting Services stating that it does not include architect-engineer services as defined under the Brooks Act and FAR Part 2, nor construction services as defined in FAR Parts 2 and 36.
