Jul 25, 2025

Hiring Analytical Methodologist for NGA projects demands more than just resumes—it requires precision talent with security clearance and rare technical skills. In this case study, discover how iQuasar helped a Service-Disabled Veteran-Owned Small Business overcome urgent, high-risk, and high-security challenges to staff multiple OCONUS deployments. With a strategic focus on clearance-first sourcing, GIS community targeting, and Python versatility, we delivered cleared and mission-ready professionals who ensured uninterrupted support for the National Geospatial-Intelligence Agency’s global operations.

The Client

The Client specializes in advanced intelligence systems and geospatial solutions, delivering innovative technologies and trusted support to Federal and Commercial clients. The Client is a Service- Disabled Veteran-Owned Small-Business (SDVOSB) that focuses on Big Data, data management, and services for Processing, Exploitation, and Dissemination of Actionable Items. The client provides actionable, multi-disciplined intelligence. This intelligence is derived from multiple Intelligence, Surveillance, and Reconnaissance (ISR) platforms. It supports Combatant Commands (COCOMs), United States Special Operations Command (USSOCOM), the National Geospatial-Intelligence Agency (NGA), and the National Command Authorities. Support is provided across the globe. The intelligence supports all aspects of joint integrated combat capability. It enables Department of Defense (DoD) customers to engage in multiple, simultaneous military operations worldwide.

The Problem/Opportunity

The Client had an immediate need to fill an Analytical Methodologist position with NGA.

The combination of these factors made the position very difficult to fill. Traditional sourcing methods yielded limited results, and the urgency of the program timeline added further pressure.

The iQuasar Solution

To swiftly address the urgent and complex requirements of this role, iQuasar’s Cleared Recruitment Team developed a targeted strategy that combined rapid execution and specialized talent sourcing.

Deployment-Ready Candidate Pipeline

We proactively built a pipeline of candidates experienced in overseas deployments, specifically those with prior assignments in high-risk regions or those who had expressed interest in such opportunities. This approach minimized last-minute dropouts and ensured candidates were both culturally and operationally prepared. To boost engagement, we collaborated with the Client to design attractive compensation packages, including deployment incentives, hardship allowances, and robust benefits.

Intelligence Community Targeting

Recognizing the rarity of the required skill set, ArcGIS, ESRI REST services, SDEs, Ops Dashboard, and Insights, we tapped into specialized GIS communities, technical forums, and industry events to uncover hard-to-reach talent. We also upskilled promising candidates through targeted GIS training and leveraged internal mobility by transitioning capable personnel into GIS roles.

Clearance-First Filtering

Understanding the challenge of finding Top-Secret SCI-cleared professionals with the required technical capabilities, we focused on candidates with active clearances and engaged transitioning military and federal personnel. We simultaneously built a future pipeline by working with candidates in the process of clearance upgrades and offered conditional employment where appropriate. To retain talent, we structured clear career advancement paths and offered performance-based retention bonuses.

Scripting Expertise Assessment

To meet the dual-version scripting requirement, we focused on candidates with strong legacy system experience and proven adaptability across Python environments. This was critical due to our need to maintain existing systems built on older Python versions while transitioning to modern platforms. Candidates were assessed on their ability to navigate cross-version challenges such as syntax differences, library compatibility, and environment management. Where needed, we provided targeted transitional training to close specific gaps. This approach ensured technical readiness from day one and aligned our team for long-term success as we modernize our infrastructure.
