According to the official website of the National Institute of Health (NIH), one of its prime contract vehicles, Chief Information Officer—Commodities Store (CIO-CS), “The Store,” will be released in the coming months. CIO-CS has an expected dollar value of $25 Billion.

CIO-CS is the next iteration of the Chief Information Officer Commodity Solutions. The current iteration is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year optional period with a maximum dollar value of $20 Billion. The current CIO-CS contract was awarded in 2015 and will expire in 2025. 40.75% of the total dollar value for this vehicle was spent through the Small Business set-aside. CIO-CS is the successor contract to NIH’s current Electronic Commodities Store (ECS) III, which expired in November 2014.

The planned follow-on contract will continue to support NIH’s mission-critical programs and other IT-related needs across the federal government by providing the ability to quickly and efficiently procure commercial-off-the-shelf commodities and commodity-enabling solutions. These IT commodities and associated commodity-enabling services will include IT equipment aligned to health and biomedical research, scientific, administrative, operational, managerial, and information management requirements.

Latest Updates and Timelines for CIO-CS Expected Timelines

A sources sought notice was released on 11th March, 2024 with responses due on 25th March, 2024. In one of our previous blogs we discussed in detail all the details about the expected CIO-CS as per the sources sought notice. Also, a virtual event was held on 18th March, 2024. The main goal of the session was to present the scope, timeline, goals, and challenges NITAAC is considering for the recompete of the CIO-CS GWAC, as well as industry feedback gathered throughout February and March 2024. In this blog, we present a brief strategy about how should you start preparing for the upcoming CIO-CS contract.

How to Prepare for CIO-CS

1. Deep Dive into Functional Categories:

Based on the latest sources sought notice, the following are the draft product categories and groups:

To explore contracting opportunities, identify which products and services you can offer the government. Highlight your achievements, core strengths, and unique selling points that differentiate you and enable you to craft tailored solutions. Research the government’s future spending plans and analyze past expenditures under CIO-CS to refine your value proposition and narrow down your focus area from various sectors.

2. Compliance is Key

Each functional category may come with distinct regulatory requirements. The following regulations, as outlined in the sources sought notice, should be considered.

  • Trade Agreements Act (TAA)
  • Electronic Product Environmental Assessment Tool (EPEAT)
  • EnergyStar
  • Federal Information Security Management Act (FISMA) compliance
  • Federal Risk and Authorization Management Program (FEDRAMP) compliance
  • Health Insurance Portability and Accountability Act (HIPAA) compliance
  • Section 508 of the Rehabilitation Act of 1974, as amended by the Workforce Investment Act of 1998 (Public Law 105-220)

3. Learn from the Previous Iterations:

Review the previous CIO-CS solicitations and contract awards. Analyze the requirements, evaluation criteria, and spending analysis. Identify trends and areas where the government’s needs have evolved. If you have applied for the previous iteration, then you should apply the lessons learned from the previous proposal. Refine your approach based on what has worked well in the past and where there might be opportunities for improvement. 

4. Build a Winning Team:

Conduct a thorough assessment of your company’s strengths and weaknesses in each functional category. Identify areas where you excel and might need to partner with other companies to create a more comprehensive offering. Build partnerships with other companies that complement your strengths. Build capability matrices based on the functional categories, requirements, strengths and weaknesses, and your partner’s strengths and weaknesses; this approach will help you streamline your teaming strategy.

5. Engage with the Agency:

Attend the virtual industry days, webinars, and other events hosted by the government. Actively participate in Q&A sessions to clarify the solicitation requirements. Connect with agency Points of Contact (POCs) to understand their specific needs and priorities. Participate in pre-solicitation activities to gather information and refine your proposal approach.

CIO-CS will focus heavily on Small Business inclusion, as in previous iterations. The acquisitions will be streamlined to leverage federal IT dollars better.
