What is OASIS+, and how is it different from legacy OASIS?
OASIS+ is GSA’s governmentwide, multi-agency, multiple-award IDIQ suite for complex, integrated non-IT professional services. It replaces the legacy OASIS program, whose ordering periods have ended. OASIS+ uses six separate contracts (Total Small Business, 8(a), HUBZone, SDVOSB, WOSB, and Unrestricted) and organizes work into thirteen domains rather than the pool structure used by legacy OASIS.
Is OASIS+ open to new offers right now?
Yes. All six OASIS+ solicitations are continuously open, which means qualified offerors can submit when their evidence is ready rather than waiting for a once-a-decade on-ramp. Proposals and evaluations are handled through GSA’s Symphony portal; task-order solicitations use GSA eBuy.
Which contract family should we pursue?
Pursue the contract family your legal entity, size status, and SBA socioeconomic certification support at the required time. Small businesses may qualify for one or more of the set-aside contracts (Total Small Business, 8(a), HUBZone, SDVOSB, WOSB) in addition to the Unrestricted contract. Eligibility must be maintained through the required submission and evaluation dates, not just at submission.
Is 36 points enough for a Small Business offer?
It depends on the current domain threshold and how many of your points survive evaluation. 36 is not a universal Small Business benchmark, thresholds and qualification mechanics can differ by domain and by solicitation amendment. A score that lands exactly at the threshold is technically sufficient but strategically fragile. A more useful question is: how many independently supportable points remain if your two weakest claims are disallowed?
What counts as a qualifying project?
Each qualifying project must satisfy the solicitation’s definitions for recency, relevance, period of performance, and average annual value, and the legal entity that performed the work must match the offeror (or the attribution rules must be satisfied for affiliate, predecessor, joint venture, or subcontractor work). Every claimed project must be supported by permitted documentation that lets an evaluator confirm the claim without inference.
Can we use an affiliate, predecessor, or subcontractor's past performance?
Sometimes, but only if the solicitation’s attribution rules are satisfied and the evidence supports the claim. Attribution is one of the most common failure modes in Phase 1 evaluation. Verify the entity that actually performed the work, confirm what the solicitation permits, and document the attribution basis in your evidence file before you enter the claim.
How is OASIS+ evaluated, is there a scored technical narrative?
OASIS+ is largely a scored self-assessment against the JP-1 qualification matrix, not a persuasive-narrative competition. Evaluators score based on documented evidence for each claimed point. That is why documentation discipline, entity attribution, and matrix-to-portal reconciliation matter far more than proposal prose.
If we don't qualify today, when should we try again?
Because the solicitations are continuously open, you can build the missing evidence, additional qualifying projects, customer verifications, renewed certifications, approved systems, and return when your validated score comfortably clears the threshold with buffer. Treat OASIS+ as a readiness program rather than a one-time deadline event.
