Is TDR now mandatory for all GSA MAS contract holders?

Yes. As of Refresh 31, released on April 2, 2026, TDR is mandatory for all MAS SINs. There are no opt-outs remaining, every active MAS contractor is now subject to TDR reporting requirements.

What is Mass Mod A909, and do I need to accept it?

Mass Mod A909 is issued to contractors whose contracts were previously operating under non-TDR requirements. After accepting A909, contractors must then accept the “Participate in TDR” modification. Accepting both is non-negotiable for maintaining contract compliance.

What is the grace period, and does it mean I can skip reporting for now?

Contractors that accept the TDR modification by the deadline will have an effective date of July 1, 2026, establishing a grace period through December 31, 2026. The grace period means no penalties during this window, but reporting obligations still apply and records must be maintained from the effective date.

What sales do I need to report under TDR?

You must report products or services that are directly linked to your GSA MAS contract, including BPAs. Sales from other commercial or government contracts or orders do not apply.

How often do I need to submit TDR reports, and what is the deadline?

TDR is due within 30 calendar days after the end of the previous month, making it a monthly reporting requirement submitted through GSA’s Sales Reporting Portal (SRP).

What data fields are required in my TDR submission?

Product contractors report 16 data points, while service contractors report 11. For 2026–2027, additional trial period fields are being phased in, including Ship Date, Order Date, ZIP Code, UCID, and Cloud Service Type.

Does TDR replace the Price Reductions Clause (PRC)?

By eliminating Commercial Sales Practices disclosures and the responsibilities associated with the Price Reductions Clause, TDR reduces the barrier of entry for all businesses, and for small businesses in particular. CSP-1 disclosures and Most Favored Customer tracking are also no longer required under TDR.

What are the most common TDR reporting mistakes contractors make?

Misinterpreting transition timelines is one of the most common issues contractors face during the shift to TDR. Other frequent errors include reporting commercial sales outside of the MAS contract, using internal product codes that don’t match GSA data fields, and submitting incomplete monthly data.
