The Client, an ISO-certified Woman-Owned Small Business supporting defense and federal agencies, partnered with iQuasar for Proposal and Capture Support for the MDA SHIELD contract. Through structured proposal development and post-award onboarding support, iQuasar helped the Client secure a position on the SHIELD contract vehicle and prepare for sustained engagement within the Missile Defense Agency ecosystem.
The Client
The Client is an ISO-certified, Woman-Owned Small Business (WOSB) providing engineering, cybersecurity, logistics, and technical support services to various federal departments and agencies, including but not limited to the Department of Defense. The Client supports mission-critical programs across the Army, Missile Defense Agency (MDA), and other federal organizations, delivering solutions across the full system life cycle, from requirements development and engineering through sustainment, cybersecurity, and program management. The company operates using disciplined quality and delivery processes aligned with ISO standards, Agile methodologies, and DoD acquisition and security frameworks.
To support its growth strategy and expand its presence within the Missile Defense Agency, the Client pursued participation in the MDA SHIELD contract vehicle. To ensure a compliant and competitive submission, as well as a successful post-award onboarding, the Client engaged iQuasar for proposal development and capture support.
The Problem/Opportunity
Pursuing the MDA SHIELD contract required navigating a complex solicitation environment where technical clarity, compliance precision, and alignment with agency priorities were critical to success.
The Client sought to expand and strengthen its federal contract vehicle portfolio, building its established presence on GSA MAS, SeaPort-NxG, and OASIS. The MDA SHIELD opportunity represented a strategic path to support critical missile defense missions while increasing the Client’s engagement within the MDA ecosystem. The solicitation presented several challenges, including:
- Complex technical and compliance requirements.
- Strict evaluation and submission standards.
- The need to clearly align corporate capabilities and past performance with MDA priorities.
To manage risk and ensure a high-quality submission, the Client required a structured proposal and compliance support.
The iQuasar Solution
To address the complexity of the MDA SHIELD solicitation and reduce compliance risk, iQuasar implemented a structured, end-to-end proposal and capture support approach.
1. Review:
Upon engagement, iQuasar conducted a comprehensive review of the MDA SHIELD solicitation, including evaluation criteria, compliance requirements, and submission instructions. Findings were reviewed collaboratively with the Client to establish a shared understanding of expectations, risks, and proposal priorities.
2. Solution Research:
We worked closely with the Client to collect, validate, and organize required proposal inputs, including corporate capabilities, past performance references, and compliance documentation. Ongoing coordination ensured that all inputs were complete, accurate, and aligned with solicitation requirements.
3. Compliance and Schedule Management:
iQuasar managed proposal schedules, tracked deliverables, and monitored solicitation amendments to maintain full compliance throughout the response period. Structured internal reviews were conducted to verify alignment with MDA requirements prior to submission.
4. End-to-End Proposal Support:
Our support included the development and integration of all required proposal components, including capability narratives, past performance alignment, compliance matrices, and administrative documentation. Emphasis was placed on clarity, accuracy, and direct responsiveness to the solicitation.
5. Post-Award Onboarding Support:
Following the award, iQuasar assisted the Client with post-award onboarding activities, including preparation and coordination of required documentation, validation of administrative and compliance requirements, and alignment with MDA onboarding processes and timelines. This support enabled a smooth transition from award to contract execution.
