Additional SHIELD IDIQ Awards Announced
Following the initial tranche of 1,014 awards announced on December 2, 2025, the Missile Defense Agency (MDA) has now issued an additional 1,086 awards under the Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) Multiple Award IDIQ Contract.
In accordance with the solicitation, the Government continues to make staggered awards and will work with the remaining offerors accordingly. To streamline the process, the Government has officially transitioned to the ordering phase, conducting market research and drafting Fair Opportunity Proposal Requests (FOPRs).
Contract holders will be contacted directly as opportunities for task and delivery orders arise under this IDIQ.
A list of the newly selected awardees, along with their respective contract numbers, has been released.

MDA Issues First Round of SHIELD IDIQ Awards
The Missile Defense Agency (MDA) has announced the first round of awards for the SHIELD Multiple Award IDIQ Contract, selecting 1,014 qualifying offerors in this initial phase. As outlined in the solicitation, MDA is proceeding with staggered awards while continuing discussions and responsibility assessments for the remaining offerors. Additional awards will follow.
Important Note: Task order competitions will not begin until all offerors in the competitive range have had the opportunity for meaningful discussions.

Competitive Range Established for SHIELD On-Ramp Solicitation
The Missile Defense Agency (MDA) has released an important update regarding the SHIELD On-Ramp solicitation. In accordance with FAR 15.306(c), MDA has formally established the competitive range based on the initial evaluation of proposals against the solicitation’s stated criteria.
All responsive offerors have been or will be notified via the User Email provided in their PIEE submissions about whether they were included in or excluded from the competitive range.

Amendment #1 Released: Deadline Extended and Key Changes Issued
The Missile Defense Agency (MDA) released Amendment #1 to the SHIELD IDIQ on October 2, 2025. The amendment provides responses to industry questions and extends the proposal submission deadline to October 16, 2025 (a six-day extension). Key highlights include:
- Removal of certain cybersecurity requirements (DFARS 252.204-7021)
- Shifting Organizational Conflict of Interest (OCI) requirements to the Task Order level
- Removal of Personal Conflict of Interest requirements
