What is the MAPS contract?

MAPS (Marketplace for the Acquisition of Professional Services) is a multiple-award IDIQ contract consolidating ITES-3S and RS3 to enhance procurement efficiency for the Army and DoD. It provides a streamlined approach to acquiring IT, engineering, and program management services. 

Who is eligible to bid for MAPS?

Both large and small businesses that meet the gate criteria can compete, with NAICS codes defining eligibility. There will be small business set-asides, allowing qualified firms to compete alongside major defense contractors.

What services does MAPS cover?

MAPS includes five key domains: Technical Services, Research, Development, Test and Evaluation (RDT&E) Services, Management and Advisory Services, High-Level IT Services, and Low-Level IT Services to support Army and DoD operations. 

When will the MAPS contract be awarded?

The final RFP for MAPS is expected to be released on April 29, 2025, with proposals due by late May or early June 2025. The Army plans to evaluate proposals from June to July 2025, with award announcements projected for November 2025. This timeline aligns with recent updates but remains subject to changes. 

How can small businesses benefit from MAPS?

Small businesses can compete for 100 planned awards across five technical domains, each domain will have small business reserves. There will be set-asides for Small Business, Small Disadvantaged Business, 8(a), WOSB, and HUBZone firms. MAPS provides direct contracting opportunities and subcontracting pathways, enabling small businesses to expand their federal footprint and collaborate with prime contractors.

What is the duration of the MAPS contract?

MAPS has a 10-year performance period, including a five-year base and a five-year option, allowing long-term engagements and strategic partnerships between businesses and the Army.
