What is GSA MAS Refresh #31?

GSA MAS Refresh #31 is a major solicitation update that changed several parts of the Multiple Award Schedule offer and contract management process. A central change is the expansion of Transactional Data Reporting across MAS. GSA’s MAS Modification Guide states that, as of Refresh #31, TDR is mandatory for all SINs.

How did the MAS offer process change after Refresh #31?

Before Refresh #31, many MAS offers involved CSP disclosures and non-TDR pricing-related requirements. After Refresh #31, TDR is mandatory for new MAS offerors across all MAS SINs, and GSA notes that offers under non-TDR terms cannot simply be changed to TDR due to system restrictions; non-TDR offers may need to be withdrawn and resubmitted under TDR. 

What is TDR?

TDR stands for Transactional Data Reporting. Under TDR, contractors report required transactional sales data through GSA’s reporting systems. GSA states that TDR offerors must report required transactional data elements within 30 days after the end of each month, while Industrial Funding Fee payment remains due within 30 days after the end of each quarter.

Is TDR now mandatory for new MAS applicants?

Yes. GSA states that participation in TDR is mandatory for offers and resultant contractors under all SINs under GSA MAS Solicitation 47QSMD20R0001.

Does Refresh #31 remove CSP requirements?

For TDR offers, yes. GSA’s TDR requirements page states that CSP, Most Favored Customer/Basis of Award information, and tracking of price reduction violations are not required for TDR offers. GSA’s Help with TDR page also states that TDR removes CSP and BOA requirements.

Does CSP removal mean pricing is no longer reviewed?

No. CSP removal does not mean pricing is ignored. GSA still evaluates pricing under the solicitation’s evaluation criteria. For MAS offers, GSA states that established pricing documents or market rates are used to evaluate pricing, and for TDR-related submissions, contracting officials may request supporting documentation if needed for price analysis.

What changed for Startup Springboard eligibility?

Startup Springboard eligibility is now more limited. GSA’s MAS offer guidance states that companies submitting under Startup Springboard must be part of FASTLane only, and the Refresh #31 offer instructions note that Startup Springboard participation is limited to FASt Lane participants.

Do existing GSA MAS contractors need to take action?

Existing non-TDR MAS contractors should review their contract status and applicable mass modifications. GSA states that existing non-TDR contractors will receive a “Participate in TDR” mass modification that is distinct from the standard Refresh #31 mass modification, and that non-TDR requirements continue to apply until the effective date of the Participate in TDR modification.
