The Women’s Business Enterprise National Council (WBENC) primarily awards this certification in the United States, though some local organizations also certify businesses under the same criteria. The certification helps increase visibility, networking prospects, and access to special programs and contracting opportunities with corporations and government agencies that prioritize diversity.
What are the eligibility requirements for WBE certification?
To qualify for Women Business Enterprise (WBE) Certification, a business must be “small” according to SBA size standards listed under NAICS codes in 13 CFR 127 and be at least 51% owned, managed, and controlled by U.S. citizen women. For corporations, the women must either hold the majority on the Board of Directors or control the majority of board votes. The Women’s Business Enterprise National Council (WBENC) verifies eligibility through documentation review and a site visit. Additionally, companies must be registered in SAM with a UEI from www.sam.gov, at no charge. Eligibility for federal contracting under the WOSB Program is restricted to industries identified by specific NAICS codes. Companies debarred from federal contracts are ineligible.

The certification process typically takes about 90 days from when all required documents are submitted and verified. This includes time for reviews, possible site visits, and assessments to confirm the details in your application.
Can WBE certification be revoked, and what might lead to revocation?
WBE certification can be revoked if a business no longer meets the eligibility requirements, such as if women no longer own, control, or manage the majority of the business. Revocation can also occur due to non-compliance with annual recertification requirements or fraudulent activities related to obtaining or maintaining the certification.
