Army Contracting Commands Enterprise for Sourcing Services (ACCESS)
Overview:
The Department of the Army’s Army Materiel Command (AMC), Communications-Electronics Command (CECOM), is seeking knowledge-based professional services for programs related to Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) missions. The government is exploring the potential of combining the scope of ACCESS with the upcoming ITES-4S contract, the successor to the Army Computer Hardware Enterprise Software and Solutions (CHESS) office’s ITES-3S contract. This potential merger aims to establish a comprehensive marketplace for professional services and staff augmentation, offering maximum flexibility and support for Federal Government missions.
Scope:
This re-compete will include various services in Engineering, Research and Development, Testing and Evaluation, Logistics, Acquisition and Strategic Planning, and Education and Training.
Latest Developments:
The Army is considering merging two significant acquisition initiatives into a single comprehensive effort. By combining the ITES-4S and ACCESS procurement programs, the Army would undertake one of its most extensive information systems projects in recent memory. The Army’s preliminary plans were disclosed through an RFI for the ACCESS program on April 17th, with responses due by May 3. The current schedule anticipates the release of the ACCESS RFP in July and the ITES-4S solicitation in October. If these projects proceed separately, no awards are expected until the third quarter of Fiscal Year 2027. However, if the acquisition efforts are consolidated, these timelines would be significantly altered.
The ACCESS program is projected to be over four times larger than the ITES-4S program. Combining these programs would offer the Army a single acquisition platform for comprehensive IT services from Research and development to Engineering, encompassing a wide range of IT solutions and services. Neither of the current contracts provides this level of enterprise-wide or large-scale coverage. It is possible that if the programs are merged, mandated use could be reintroduced for the combined initiative. It is anticipated that a draft RFP regarding ACCESS will be released in FY2024.
CENTCOM Headquarters Indefinite Delivery Indefinite Quantity Professional Services (CHIPS)
Overview:
USCENTCOM requires several classifications of professional services to support multiple joint directorates and special staff sections across the range of joint military operations in accordance with (IAW) joint military doctrine and joint functional capabilities. These professional services will support multiple core disciplines and include program management services, management consulting and analytical services, scientific services, engineering services, logistics services, financial management services, and language services. These support services may require significant integration across USCENTCOM directorates and special staff, the Joint Staff, Office of the Secretary of Defense (OSD), other combatant commands and defense agencies, and allies and partner nations operating within the USCENTCOM area of responsibility (AOR).
Scope:
This contract will be staffed by the positions outlined in the Draft PWS. Task order PWS’ will identify required positions with responsibilities specific to that requirement. Position categories as per the draft PWS are below:

Microsoft Enterprise Services II
Overview:
The Department of the Navy, Naval Information Warfare Systems Command, Naval Information Warfare Center Pacific (NIWC Pacific) has a requirement for Microsoft Enterprise Services II (MES II). The Department of Defense (DoD) is seeking software developers, product and cloud engineering teams to utilize a range of tools, processes, and subject matter experts, particularly for Microsoft products and services in the cloud. MES II Small Business aims to assist the DoD in its continuous global transition to the cloud, supporting the integration of advanced security and productivity features in Microsoft technologies.
Scope:
The core requirement involves offering MUS and ES services. MUS services provide round-the-clock support, increased productivity, and technology assistance throughout the IT lifecycle using various tools and knowledge bases, service delivery management, problem resolution support from product developers, and resources with direct access to Microsoft proprietary products and source code developers. On the other hand, ES services offer access to software developers and product and cloud engineering teams to aid in the DoD’s transition to the cloud and to incorporate evolving security and productivity features using Microsoft technologies. Possible areas of focus include Cybersecurity Services, IT Services, Business Process Reengineering, Enterprise Design, Integration, Consolidation, Network/Systems Operation and Maintenance, among others.
The services contemplated under this requirement are comprehensive (24) hours, (7) days a week, (365) days a year support (herein 24/7) services, including technical support (problem and break-fix resolutions), workshops, strategic guidance, and assistance to customers with technical issues pertaining to developing cloud, intranet/internet strategies, prototyping, implementation, and development of solutions spanning across infrastructure and application areas as it relates to Microsoft products and Microsoft cloud services. Tasks may require these businesses to have reachback capability to resources within Microsoft that can access its source code to resolve specific issues. The DoD is looking for software developers and product and cloud engineering teams to leverage a variety of tools, processes, and subject matter experts, specifically for Microsoft products and cloud services. It is the intent of MES II – Small Business to support the DoD in its ongoing efforts with global acceleration and migration to the cloud and enable constantly evolving security and productivity features in Microsoft technologies.
The majority of the work is anticipated to be performed within the United States. Contract activities may be performed worldwide, but they will be determined at the task order level. The procurement is anticipated to result in the award of multiple indefinite-delivery, indefinite quantity (IDIQ) contracts with firm fixed-pricing arrangements.
Latest Developments:
On May 28, 2024, a pre-solicitation was released for the information of the industry, and it was also anticipated that the final solicitation would be released by June 14, 2024, but as per the latest update, the solicitation has yet to be released. The solicitation will only be available electronically via the NAVWAR E-Commerce website at https://ecommerce.sscno.nmci.navy.mil/ under NIWC Pacific “Open Solicitations.
Information Technology Support Services (ITSS)
Overview:
The Office of Inspector General (OIG), Office of the Secretary of Defense (OSD), Department of Defense (DoD) is looking to award a contract, and the estimated value is between $38- $50 million over a one-year base period and four one-year options. DoD OIG requires systems engineering support to enable environment management and application specifications, interfacing with various task areas to ensure the quality, sustainability, and security of all DoD OIG IT systems on the Unclassified NIPRNet network, Classified SIPRNet, and JWICS networks. DOG OIG seeks technical expertise in the areas of design, implementation, configuration, and optimization of DoD OIG IT systems. In addition, DoD OIG requires current knowledge and recommendations of evolving technologies to enable future system enhancements.

Scope:
- Program Management Services: Manage project resources, quality, schedule, budget, and financials. Plan, direct, control, and report all contract activities to DoD OIG. Ensure personnel have tools and guidance for contract execution.
- Digital Workplace Services and Support (Critical Task Element #2): Provide collaboration and communication infrastructure (messaging, VoIP, data, video) and support daily IT service management processes and functions.
- Infrastructure Support Services (Critical Task Element #1): Develop, deploy, and integrate network equipment and enterprise servers/storage. Configure, test, and maintain IT infrastructure components. Provide virtualization and application integration services.
- Disaster Recovery (DR) (Critical Task Element #3): Prevent and respond to disaster events by restoring critical computing functions swiftly and smoothly.
- Transition Services(Critical Task Element #4): Assuming responsibility and coordinating transition services with the existing service providers. Transition includes initial planning and development of a Transition Plan, including planning activities with the current service providers where applicable.
- Service Performance Management: Ensure all Service Level Agreements (SLAs) detailed in the Performance Work Statement (PWS) are met and maintained.
Latest Developments:
The expected release of the solicitation is in the middle of Q4 2024. On November 14, 2023, the agency released a sources-sought notice with a due date of December 18, 2023. A draft PWS was also released with the sources-sought notice. As per the sources-sought notice, for this requirement, the contractor must have an active Top Secret Facility Clearance.
