  • Economic Price Adjustments (EPA): Multiple EPA clauses are consolidated under the new GSAR 552.238-120.
  • Retired SINs Removed: The solicitation fully eliminates 19 small business set-aside SINs (SBSA SINs).

2. Category-Specific Changes

  • Furniture & Furnishings: Updates to language for packaging and delivery requirements.
  • Information Technology: Adjustments to IT SINs aligning with cybersecurity and cloud requirements.
  • Miscellaneous Categories: Refinements for environmental and sustainability-related products.
  • Scientific Equipment & Services: Revised definitions to match industry standards.

  1. August 14, 2025 – GSA Webinar: GSA hosted a public webinar covering Refresh #29 and the Mass Mod process. Contractors who missed it can access resources via the Vendor Support Center (VSC).
  2. Mass Mod Acceptance: Contractors must accept the Mass Mod in GSA’s system 90 days after release. Failure to do so could lead to compliance issues or delays in catalog updates. 
  3. Comments on Draft: GSA emphasized that comments must be submitted directly to the provided email before the deadline. Comments submitted elsewhere or late will not be considered.
