The Client

The Client is a Small Business Administration (SBA)-certified small disadvantaged business and current Prime Contract holder of the various contract vehicles, employing hundreds of professionals and revenues touching $20+ Million per year. The company is one of the first companies to be certified as CMMI Level 3 for both Services and Development and is ISO 9001:2008 certified with a Top Secret facility security clearance. The company specializes in database development, data migration, internet/intranet development, enterprise information portals, multimedia application development, information assurance services, learning technologies, training support and network and help desk operations and has created innovative solutions for Federal, Local Government, and Fortune 500 organizations.

The Problem/Challenge

In order to grow its revenue, the Client needed a highly skilled proposal development team with in-depth knowledge of Federal, State, and Commercial procurement bidding process. The major challenge was to have the capacity to write timely proposal responses for Federal and State RFI’s, RFQ’s, Task Orders, and SOW’s. In addition, the Client also needed to manage deployed resources utilization, track work, coordinate between teams, manage documents, version control of existing documents on modifications, and creation of high quality responses.

The iQuasar Solution

To overcome the challenges faced by the Client, iQuasar offered its Dedicated Proposal Development Process Outsourcing© (PDPO©) service, in which our resources work as extended team members of the Client. The dedicated resources are highly experienced and skilled team members, with experience in full Proposal Development Life Cycle that includes opportunity search, tracking, development, submission, and document management. These resources bring extensive experience of working on various Contract Vehicles and knowledge of using industry best practice processes like CMMI, ISO, ITIL, PMBOK methodologies to the engagement.

iQuasar’s Dedicated PDPO© team started with small proposals and managed the response submissions on schedule and with excellent writing using compelling win themes. The team quickly built a level of trust with the Client to take on bigger proposals, including a mega proposal that had a ceiling price of about $5 billion. This proposal submission project involved a new contract vehicle, Human Capital and Training Solutions (HCaTS), jointly sourced by the Office of Personnel Management (OPM) and the General Services Administration (GSA). The Client engaged our team on creating a response that included fifteen volumes on different legs of the project to address Eligibility, Pool Application and Certification, Past Performance for Relevant Experience Projects, Accreditations, and Price. Each volume needed about roughly 25 documents to be created, resulting in hundreds of documents to support the Client’s bid.
